It is rather a subjective question as it is dependent on the usage and purpose of the database. Even then, it should be possible to allocate additional disk space for the database at a later time.
If the database is going to be used for a JIRA Server instance, you may refer to JIRA Sizing Guide. Depending on the instance size, it should give you an idea of the recommended disk space size required.
