Are you trying to delete your Atlassian Cloud User account, or are you trying to cancel a subscription to an Atlassian Cloud product (like Jira)?
If you are trying to delete your Atlassian Cloud User account entirely, eliminating your access to all Atlassian Cloud products available to you through that account, then go to
https://id.atlassian.com/manage-profile/account-preferences
There you will find a Delete Account button.
