We are using JIRA classic to create a project board and currently, all projects are visible to all the users. So how can we set the permission so that boards can be visible only for particular users, groups or added members only?
And is there any way to set common issue types for all the projects? So that when we create a new board for the project, those issue types will get auto-assigned to the project board.
Boards are simply a way to view issues in projects. The only permissions you set directly on boards is who is allowed to administer the board. Otherwise all permissions are governed by a user's permissions in the project from which the board is displaying issues. If a user is allowed to see a project then they will be able to see boards that display issues from that project.
The issue types available for a Classic project are defined in the Issue Type Scheme assigned to the project. If you want all projects to have the same issues available, assign the same Issue Type Scheme to all the projects. However, if you allow customization of fields, screens, and workflows, you will have to ensure those customizations are aligned correctly with the available issue types.

Basically, I want to hide the whole project classic board from users. Currently, my agency is having around 120+ employees who are associated with different departments (Design, Development, testing). Now currently all the employess can be able to see the project board even if they are not added in that board. So I want to restrict that.
How can we assign same issue types to all projects? There are some issue types which are common in most of the projects So I don't want to create or add issue type in each project.

Issue Type Schemes specify what types of issues are available. Each project has an Issue Type Scheme assigned to it. If you want all projects to have the same types of issues, assign the same Issue Type Scheme to all the projects.

If you want to hide a board from users then you have to hide the projects it is associated with from the users. That is done through Permissions Schemes. The Browse Projects permission is the one that allows users to see issues in a project. If the users have that permissions then they can also see any boards that display the issues in that project.
