Can i add a role or a group in all jira projects
and if possible, add this role / group by default in each new permission scheme

can i add a role or a group in all jira projects
and if possible, add this role / group by default in each new authorization system
i.e. this role / group will be added automatically in the permission scheme when creating a new project

No, there's no way to do this.

What you can do is place users or groups into default roles, so when you create a new project, you find them jumping into the project roles automatically.
