We want to start using affected services in JSM and build out Insight later. How do we add affected services field (with associated values) to jira software issue type for our jira software projects, connecting work for change request prep?

Welcome to the community.
I have not worked with the Affected Service field/feature yet, but the process for adding a field to a project is to update the Screens used by the Issues in that project, adding the field to the screen. You might also have to add it to the Field Configuration associated with the project.
Updating those items can be done only by a Jira Administrator.
