how to add description below summary on create issue screen

Hi Team,

I require a functionality to be included in JIRA 6.4.11 that "Summary" field should have description with it.

Below Summary field on create issue screen, it should display a description , the same way it displays for custom fields.

it is possible to do?

if yes, how?..
