how to calculate number of users for a specific addon on JSM ?

We have a client with already existing Jira Software Instance on cloud with 400 users. and now they want to add Jira Service Management for 100 users, with some addons for it.

how many users should be used for the Jira Service Management addons, will it follow JSM or Jira Software??
