how to create card and status in project management with company managed service in Jira

Dear Team ,

How to crate new card  and status in project  management (Manages activities for Completing a business project)

How to apply approval for status concept before moving to next status -ready for development .

As observed in team managed service we have feature for approval  but  i don't find in company managed service
