how to customize issue view layout

we have jira server and we have to customize the fields layout, yet i can not do anything about it.

I've checked there's some post saying, jira has to activate that beta function, is this so?

how can i remove or replace those system filed when it's under view issue screen?

Welcome to the community.

Unfortunately you can't customize a lot the issue layout, the system field have their own place, as group picker, user picker and date does.

You will only able to modify the order of the tab you have created and some customfield
