As labels field is free-fall, jira users have randomly created certain labels which are never used.
is there a way to
delete unused labels?
alphabetically sort them?
apply restriction on label field that who can add/remove label to an epic?

Labels are global objects in jira. All the issues with a particular label in the site has to be removed to 'delete' the label at this time -> https://support.atlassian.com/jira/kb/delete-a-label-in-jira/

You can delete labels from you instance by clickin in actions and choose bulk change than bulk delete , but to restrict labels this feature not available in jira native .
But in other way you can manage your labels simply , bulk merge , delete and also restrict on label field who can add item by using colored label for jira for example

If you delete a label from all issues, it is removed from the instance. That means it generally involves filtering by label and bulk editing the issues to remove that label. See the link posted by @Fazila Ashraf
If you want to get a full overview and control over labels, this is not possible out of the box. One option is to use Marketplace apps like the one built by my team: Advanced Label Manager for Jira
It allows managing, sorting (alphabetically as well by usage), merging and deleting labels. You can also build label reports to get deeper insights.
