I am not aware of any way you would be able to link projects in Jira. There's lots of things you can do to link issues in different projects to each other, either using parent-child relationships or using issue links.
Using automation, you can also leverage events from issues in one project to create / update issues in another project. But this is also something that happens during a process, not really something that links projects.
If you are in a premium plan or have an app installed (like e.g. Structure), you can make these relations between issues visible on a cross-project timeline view. If you don't have any of these, that may be tougher, since Jira out of the box does not the best job in visualising these or let you search for them.
Still, you could get a first impression by just searching for the issues belonging to certain projects like this:
Project in (ProjectA, ProjectB, ProjectC)
If you display the Linked Issues and Parent fields in the list with search results, you can already see by the issue keys which issues have links to another project.
