I have created a backlog board for our project, and invited key developers to join the board.
And I receive confirmation from Jira, like this:
And I also see them on my team list. Like this:
But none of them have access. They try to open the link to the backlog board and sees this
This has put our project to a grinding half. We have a tight timeline.

What type of project does this concern? You can get project Type information from the Type column on the View All Projects page under the Projects menu.
Have you checked in the Project Settings > Access (or in Project Settings > People) to see that the specified users have been assigned to a Role in the project?

This is giving a very bad taste to the team.
I am under a lot of pressure to switch to other Agile management platforms which could at least allow team members to access the project board.

And with that screen image showing "Access" at the top, I can tell you are working with a Team Managed project.
Typically the Email column in the above screen will show the email for the user, but in your image it shows dashes. Did you modify the image or are dashes actually shown in the screen?
Have you confirmed that Rafael is logging in to Atlassian Cloud with the same email that you used to invite them? They can click on their avatar in the upper right corner to confirm the email of their logged in account.
Can you confirm through User Management that the users have been added to a group that is granted user access to the Jira product?
When the user gets the error, have you confirmed that they are using the correct URL? Can you share with us the URL that they are accessing? Obscure the base URL and project key if you wish. I am trying to discern if they are using a URL for viewing an individual issue in the project, or the project board, or something else.

Yes, I did blur the image so that my team member's email is not revealed. But he is okay with it now as long as I could solve the problem.
I do not know how to get the profile display like you illustrated above. But see below.

Thank you for that additional information.
Looking at the user account information you displayed, this is the problem.
By checking that box you have given the user access to manage the access of other users. Notice that check box says in the description "No product access". That checkbox by itself does give the user proper access to the Jira product.
To give the user proper general access to Jira as a normal user you need to check the other box for the User product role. Checking that other box should solve the issue.
You may also want to uncheck the User Access Admin box. With that box checked the user will have access to User Management and be able to add and remove other users for your Jira instance.

I just made the change and unchecked the user access admin and selected User.
Then I checked by logging in temporarily as the user.
Still can not see the project.

While logged in as that user if you pull down the Projects menu and select View All Projects, do you get a page that lists the project the user needs to access?
Assuming that the specified project is in the list, what happens when the user clicks on it?

When I log in as myself, I see my project.
But when I log in as the developer, then the project can not be seen, even trying to click on the link of the backlog board.
This is the same to every other user.
I think I am ready to give up. Maybe Jira is so overrated that it could not handle the basic team access.

Are you saying that when you are logged in as the other user and you go to the View All Projects page, no projects are listed?
The change may take a short amount of time to take affect.

With your permission they can access your Atlassian Cloud Organization, Site, and Product directly to investigate the various settings and configurations, and they may be able to identify the problem more quickly that we can when we are limited to asking questions and waiting for responses.

This is how I set up my team access. He clearly should have access.
Maybe the conclusion is this platform is so badly designed, this very basic function is simply impossible.
He and his entire team is flabbergast that team access is so hard or frankly impossible to solve. Their confidence in Jira totally collapsed.
Any recommendation on Jira alternative is greatly appreciated in advance.

From the information we have exchanged it seems like you have set things up correctly.
The only odd thing I can see in the information that you provided is that there is no email address showing for the users in the Access page.
I have not seen that happen before, so I'm not sure how to diagnose that problem. I am reaching out to other Community Leaders to see if they have additional suggestions.

And it is odd to me. I have no answer to that.
We are frantically testing other platforms.
Jira's sheer incompetence and blatant disregard to its users stunned our entire team.
Team access management should be the last thing to botch that badly.
And I submitted 2 tickets.
The first is "automatically closed" because it is a "duplicate".
Yeah, right, after no response to users for a prolonged period of time, forcing the user to open a second ticket, the first can be closed due to "duplicate".
This is no longer the Jira I recognize.

The Atlassian team seems to be working on it but hours have passed without any progress.
It may be safe to assume that due to their product design, giving team member access to a project is an IMPOSSIBLE task.

It is not an impossible task. Many people grant users access to Jira every day.
On the surface it seems like you have done all the right things. It is possible that something has gone wrong with your system, or the project.
One last thing I would suggest is to try creating another project and granting users access to it. If it works in the second project then there may have been some sort of corruption that was specific to the first project.
