For example, we have the status "To do" and we want that there would no more than 3 tasks at one time in this status - so we want to make a limit for them. How can we make it?

Blocking a thing like WIP count with JIRA may lead to unintended consequences: like people doing work that is not on your Kanban board...especially expedited work items.
@John Funk and @Pramodh M described how to visualize the WIP contraint on the board.
Next consider a pause to discuss with the team why and when the WIP limit applies. When someone wants to pull more work, the team asks them to answer:

The normal Kanban way to do this is to set a WIP Limit on the column. You can do that by going to Board Settings > Columns and changing the Max value for the column.
That won't prevent cards from entering the column, but the entire column will light up rRed when the limit is broken.

Have you @John Funk @AB 1 find any solution when user change status into progress than it will give error instead of red color of column ?
