how to make a queue hierarchy?

we created SD project in Jira.
Default queues have been deleted, created new gueuses but we cannot make there hierarchy. 
Help!

There is also a workaround, that is using the Character ↳ U+2183

Can you explain in more detail what you are trying to accomplish?
