I am not able to find the screen for raising an issue , it is only showing lists of issues raised .

To raise a ticket, please click on the 'CREATE' button present in the top ribbon of your screen. Please refer to the screen shot for clarity.

By clicking on the below "Create" button, you can able to create issues.
If you are unable to find the "Create" button means. you don't have "Create Issue" permission on any project.
You can request your Jira administrator or Your manager to enable this permission on required projects.

Kindly contact your Jira Administrator or Project Administrator, as the "Create Issue" permissions have not been granted.
