From my experience, if you edit the system dashboard you can remove the element but the text remains indeed.
That only appears in case you try to load the /dashboard.jsp page and you're not logged in, though.
Have you thougth about just providing the user with the /login.jsp page so he doesn't land in the page with the "unremovable" text?
