how to turn off mandatory Original Estimate and Remaining Estimate when creating an Issue

I would like to have the ability to create a issue without filling in a original estimate and remaining estimate BUT still have the fields there if we want to use them

You should go to project settings -> fields and make original estimate and remaining estimate fields as optional.

If it is already optional then check the associated workflow to ensure There is no “validation” configured for OE during the transition.
