i'm tryin to change priority to an issue

hi could you please help, I'm trying to change the priority an issue but the dropdown bottom doesn't allow me to do so.

 Is there any way to activate it, or can you please let me know how I can change the priority to an issue? for the moment we just can see a priority as Minor but and I can't find the way to change it.

Hi Denise - Are you able to update ANY fields in the issue? 

Also, is this a Next-gen project?
