Actually we changed to new email server with different domain name ,now we are able to create a comment for existing issues but not able create new ticket in jira by sending an email from new email Id . i want know how to give access to anyone to create ticket by sending an email .

As you said users are able to add comments. It means the mail handler is working. I would first look in the instance to understand if those users are newly created users and then check the group they belong to and finally check what permission schemes.
