Are you an administrator for the project?

If you go to the project and select Project Settings, then select People, do you see the Add People button? Is it enabled?

What happens when you try to add people?

If you are not able to add people to your project it is possible that your Site Administrators have put restrictions on who can add new people to your Site and grant them access to the Jira product. In that case you would need to contact the Site Administrators for your instance.

This is a community of Jira users. We don't have access to your site and are not the administrators for your site, so we would not be able to directly solve your issue.

I want to add more users to our JIRA projects which write now could not do that , please me me in this.
