Yeah, giving us an error message with no context is not going to get you any help.
Best I can do from that is "stop trying to claim a key that's already in use in that Jira".
If you gave us the context in which this happens (what are you trying to do and where does the error appear for example), we can probably help more.
Ones i create an issue the data aren't display until i reload the page, also when i check the "create another" some custom fields aren't displayed until i check them in personnel configuration in create screen

Ok, still stuck, as that seems to have nothing to do with the message you posted in the original question. Nor does it clearly define a problem.
You create an issue,(which will either load the new issue or return you to the screen you were on before which isn't going to be displaying the new issue and hence does not need to refresh. What is the actual problem here?
And the "what fields to display" is a personal setting which applies to your create/edit screens as a one-off, if you're jumping between projects that have different fields, you'll need to stop hiding fields for all of the ones you want to see with different lists.
And neither of those have anything to do with "data has already been claimed".
Please clarify - which one of these three separate out-of-context things do you want to ask about?
