No, you will pay the price per user as noted, for the total number of users - not just the ones above 10.

Hi @Romy Flores 👋

The free version will always be free for up to 10 users however if you upgrade to the standard tier of Jira for example the average cost per user goes up to $7 and up to $14 for premium as you get additional features set to help a growing user base.
