You can't do this with labels, they are derived from issues that have been labelled, not a select-list.

You can't easily import a list of options into a select list, but there is a cheat - if you list them all out in a spreadsheet, with one line per option, and two columns (summary and select-list) with the same content, then save it as CSV, you can set up a dummy project that uses your field, and (as a full admin) import the CSV file.  You can map the column to your new field and tell Jira to create new options when it runs into ones that are not already there.  Throw away the project when you're done.
