Not sure if this is an issue in Portfolio 2.0, but I have the fix for the legacy version

Drove me crazy all day and just figured it out.

 

Under: Plan > Configure > Planning > Scheduling

Scroll all the way down to: "Maximum resources"

Increase the number of resources to the maximum you want to have collaborating on them at the same time.
