Bigger files in your tickets/issues will result in getting your cloud storage to the max quicker. But this of course depends on the size of each attachment. I wouldn't recommend e.g. to upload whole videos to your tickets. Videos of e.g. 10-20secs are acceptable. You can see your storage if you go to cog > user management > storage

As per my knowledge,
Jira DC:
The default (per file) is 10485760 bytes (10 MB). The maximum attachment size (per file) is 2147483647 bytes (2 GB).
Jira Cloud:
The default (per file) is 1 GB. The maximum attachment size (per file) is 2 GB.
