is it possible to validate worklog value limit to some hours(ex: it have to allow up to 5hrs)???

Natively, none. There's no validation done on the "Log Work" feature in JIRA. Even though you can provide "Estimates" and by logging work the "Remaining" field will be adjusted, there will be no validations/conditions built around it.

There maybe add-ons that do this but you are using JIRA Cloud which have very limited add-ons.
