In Jira, you can name issue types however you like, and they can serve whatever purpose you need.

However, by default, there is no "Test Case" issue type, nor are there any specific features designed for this type of task.

There are plenty of apps available for testing purposes, and from personal experience, Xray seems to cover everything you'd need. 😉

No it is not and not even in paid subscriptions. Jira ootb doesn't offer test management possibilities.

You would need to look at the Atlassian Markteplace for 3rd party solutions on the Test Management topic.
