Atlassian doesn't have an office in Africa currently. Our nearest location (depending on where you are asking about) is probably Amsterdam. You can see a listing of all our office locations at the bottom of our Contact page.

we need  training on jira ..we have licences but we dont now about some futures so  we have more than 200 employee so can we get training

Atlassian only do a bit of training themselves, usually in-person, and often tied to events (for example, the Summit in a couple of weeks has training days Monday and Tuesday).  They also do online courses.

If you want other training options, most training is done by solution partners.  Your best option is to ask some of them what they offer - use the "partner directory" link Daniel gave to identify some that might suit you.

In the interests of openness and honesty, I work for a partner who supplies training.  (I personally only do a little bit of it, as I'm not a good teacher)
