In my company, we have several Jira and Confluence users.
We wish to grant our clients (which do not have an account) access to some Confluence Spaces and Jira abilities. Are there any restrictions from your side regarding the number of "free" users? Do we need to create an account for them beforehand, or they can create their own account before entering Confluence/Jira?

You can always configure Jira/Confluence and allow Anonymous access. There is no limit on this. You see the access to public by doing that.
