is there a way by which an issue can be created by what a user comments on another issue ticket

If my ticket is in any status and i have commented on my ticket that i need my team to work on some task, instead of making the sub-task separately can a sub-task be created directly from the comment which i have put.Please find the attached image for your reference.

You need to decide if you want a sub-task or not for a new piece of work.

This part of your question contradicts itself:  "instead of making the sub-task separately can a sub-task be created directly"

If you do want to create a subtask based on a comment, then you'll need to find or write code to provide a "listener" that can pick up "issue commented", look at the comment, decide if it should create a sub-task and do it if it needs to.
