is there a way in JIRA to prevent anyone from altering boards but able to copy the board?

I have set up some boards as a template and i would like to be able to share them but not have them altered by anyone...

idealy they would copy the board and then complete the list as they needed.

@Carol Buss - when you say altered do you mean the board configuration (swimlanes, columns, etc) or do you mean the cards moving across them?
