Is there an api to create sprints dynamically through API ?
There used to be one in 7.x version of jira rest api v1, but seems like it's deprecated in rest api v2 of jira 8.x version.
Are there any alternatives for creating the sprints dynamically through API ?

It hasn't been deprecated. Refer to the Jira Agile Server REST API documentation for Jira Server v8.17.0
