issues related to group

I want to only allow people belonging to certain group let us say x to only view issues previously submitted by group x ONLY and be able to create issues related to group x. Think about department level. Department member will be only allowed to see tickets by their department and issue ticket only by their department

Grant the "browse" and "create" permissions only to group X (actually, do it with "roles", then you can be more flexible about maintenance)
