I added the following:
<dependency>
<groupId>com.atlassian.sal</groupId>
<artifactId>sal-api</artifactId>
<version>4.5.3</version>
<scope>provided</scope>
</dependency>
but then it complains about
java.lang.NoClassDefFoundError: com/atlassian/event/api/EventPublisher
so i added maven dependency for EventPublisher. the i get error for httpclient

Hello
Have you added sal-api dependency?
<dependency>
<groupId>com.atlassian.sal</groupId>
<artifactId>sal-api</artifactId>
<version>${sal.api.version}</version>
<scope>provided</scope>
</dependency>
