 or has anyone ever used jira in this way ?

Be careful with acronyms - oddly, I have used Jira for tracking Radio Frequency Identification badges ;-)

Most of these docs I see handled in Confluence rather than Jira.  This is usually not because the data doesn't fit (Jira could actually be really good at doing a list of questions as issues, with conversations and follow ups happening as sub-tasks and comments), but because every potential client asking us to fill them in have their own arcane formatting that we just don't have time to extract from Jira.
