Actually JIRA is available in two versions: Server and Cloud.

The Server version can be hosted on your environment.

I read the question differently, I think it was about "can I download a single package that will install JIRA and Confluence in a single run", to which the answer is "no", for many reasons (e.g.  the versions move too rapidly for that to be useful, you'd still have to go through a full, separate installation for both, and there's not really any use for a dual package, especially now you'd need to ask "which JIRA?  Core, Software or Service Desk?")
