our main service desk project(space) no longer has channesl and says it needs Jira service managment supscription. I went to the main jira site and it says portals are supported under the free plan. Do i have to upgrade to bring the portals back online? or is there some setting to limit the project to bring it back online. we only have 4 active users of jira. Customers used the portal/ email channel to submit for support, but both channels are now gone. Is a help desk / service portal no longer available under the free tier?

In the free plan, JSM allows up to 3 users. I think the issue is that you have 4 users.
Try to remove one agent-user and see what the result is.
