We want to set up a notification in the servicedesk project. When creating a problem, the notification will notify everyone in a certain user group. Now I tested the function, which is not in line with my expectations.
Test steps:
1. I created a servicedesk project, and A, B, C, D, E accounts.
2. The five accounts have different permissions, A, B user servicedesk license, C has a software license, D, E does not have any license
3. In the servicedesk project, set everyone's role to "admin", that is, they all have permission to browse the project
4. In the notification scheme, the notification method for all five accounts has been "single user" configured in "notify when creating a problem"
5. Create two "Organizations", A_Organizations has four users A.B.C.D, B_Organizations only C users, please note that E user has not joined any organization
6. Use User B to create three questions, question 1 is bound to A_Organizations, question 2 is bound to B_Organizations, and question 3 is not bound to Organizations
7. After the creation is completed, jira's notification assistant is used, and the assistant informs all users that they should be able to receive notifications

I would like to know
1. How to set up so that users with similar C user rights can receive notifications of all servicedesk projects normally (important)
2. Out of interest, I feel that the notifications received by A, C, and D in these three questions are not normal. How can I know whether the notification is normal or the logic in the jira notification
