I have version 8.13 of Jira server, I wanted to buy some plugins which I used in trial versions and could not because of limitations. I wonder if these plugins can be purchased as an exception?
I have another question, at this point we have a JIRA Service Desk 4.13.0 500 agents, if I have the need to increase the number of agents, if I have the opportunity to buy license with more agents?

According to Atlassian's release, You can no longer upgrade the tier of your license unless you are going to Datacenter or cloud version. I hope this answers your questions.
