According to the comment "never Change a running system",

do you install jira updates directly after a new Version is released
- or only, if it fixes Bugs you have in your instance
- or if it brings some relevant new Features?

In case of updating from jira 7 to jira 8, would you recomment to stay with a running postgresql-9.5 or update to the newest one (9.6)?

For a complex production environment i would only use the enterprise releases

If it is an instance that holds only a few projects and does not use a lot of plugins, you could upgrade to the latest. Although i would never upgrade to a x.x.0 version. At least wait until there is a x.x.1 or x.x.2 version so most of the bugs are removed. And always make sure you test it in an exact copy of the production environment to avoid that it does not work anymore after the upgrade. 

The second part of the question about the database: It depends on the fact, is the database used by other software and is that software compatible. Even if all software is compatible you have to ask yourself the question, Is it really necessary? In the current situation i can not think of a good reason why you would want to upgrade it, but i could have overlooked something.
