Can you create swim lanes in next-gen projects kanban board?

@John Funk is correct, the "Group By" function creates swimlanes for Epic, Assignee or also Sub-task (which has swimlanes per Story).

Additional types of grouping or customisable swimlanes using JQL are not yet available - but you can vote for this idea at JSWCLOUD-17580.

No, I do not believe that is a capability for Next-gen projects. You can use the Group By function on the board, which shows swimlanes grouped by either Epics or Assignee. But you can't modify those or create new ones.
