so in my organisation labels have run pretty wild - in an attempt to get people to use the right labels im hoping there is a way to set up an alert through automation to let me know when a label is created -

There is not a rule trigger based on a new Label value being created.
You could create a rule that uses a Scheduled trigger and the Send Web Request action to call the Jira REST API to get all the labels that exist.

If you are open to third party apps you might want to look at the Label Management options available from the Atlassian Marketplace.
