When story A is linked to story B where A blocks B (B is blocked by A), we are still able to move story B into our sprint even when A is not started or completed. Is there a way to make the scrum board warn or restrict when we try to move B into a scrum when the things blocking it are not done?

We use JIRA tool box plug-in. But i'm not sure if it can suit this requirement on scrum board?

regardless if you use classic Jira or agile boards. Moving one issue to another column performs a transition. And at that point the validator is blocking the transition.
Have a look at this example. Of cause you need to adapt it to your needs. It just points out how it will work.

Thanks @Thomas Deiler for your help. I have one more similar requirement.
We know that there is an option called "Flag" on boards. But here my requirement is something different. When one story A is blocked by story B, making Story A flagged on Kanban board should automatically flag Story B also.

unfortunately this is not possible with standard Jira. You have to code your own plugin.
