Besides the UPM, is there a plugin/functionality that can notify the admin when an upgrade is available or even when when the license is set to expire and renewal is due for an add-on?

1. You can "watch" each add-on in the marketplace to receive notifications for its updates.
2. I'm not aware of a license manager that works with the current versions. Instead, we have created a monthly process for the admin to check the expiration dates and note any that will expire within 60 days.

Thank you.  I assume your monthly process is manual, correct?

Yes. I have a spreadsheet that lists all our licenses, and then I just log in and make sure the data matches.
