If Jira is ending support for server instances, then is migrating from on-premises to AWS Data center is good approach to migrate confluence and jira? Or do we go for approach where destination is cloud?

It Depends on the Organization to Organizations.
If you want to reduce the overhead of Jira Upgradation, Security patches, Database Upgradation, etc. then you can go for Jira Cloud.
But you want to have control of backend access to perform the above activity then the Jira DC is suitable.
You need to internally evaluate the which one is suitable to your organization needs based on that you can choose that deployment.
I have been using Jira DC and Jira Cloud for more than 2 years now, and have wonderful experience so far.

To move from Jira Server to non-clustered Data Center, then
Data Center features such as project and issue archiving, rate limiting, and SAML single sign-on will now be available.
Please note:
If you have any apps installed on your site, you'll need to upgrade to the Data Center app version, if one is available. To avoid any impact to your apps, Atlassian recommends you to do this before you enter your Jira Data Center license key. Learn more about upgrading server apps when you migrate to Data Center.
