no issues shown in the jira software after migration from cloud

hi, 

i'm trying to migrate from the cloud to a local linux server with postgres for the last 2 weeks and it just won't work properly.

jira core was installed, import was made (with some exceptions about the plugins i use in the cloud but didn't install now, it's just a POC so it can wait), and when i logged into the Core i saw all my issues and my projects.

then i installed the jira software and service desk and now i see my projects but there are no issues in the system, at all.

i looked at the DB table called jiraissues and all the issues are there, so what's the problem?

i'm using the same administrator account i use in the cloud so the permissions should be the same, i should see all issues, what's wrong?
