not able to access jira board with 9 users (with free version)

we have limited the user to 9 but still we are not able to access the jira board

Hello @Abhishek Bhojak

but still we are not able to access the jira board

How are you and the other users trying to 'access' the board?
What error messages, if any, are you and the other users getting?
Does it affect the Project admin / board owner?
Is only one board for one Project affected or all boards for all Projects?
