not showing option to create workflow

Hello, I'm trying to create a workflow for a project, but it doesn't show this option for me.
It allows me only update name of the project, with no option to change workflow, boards, etc.
I have admin permission.

@Consórcio , Click on JIRA Home > Settings > Issues > Workflows to get to the screen where you can create the workflows.
BTW, JIRA Home is this section
