Confluence has a system like this already built with Confluence Workbox notifications:

There isn't a native system like this within JIRA. However there is a plugin that does this for JIRA:

You might check out the plugin marketplace, as there are always news plugins being added for JIRA, and there might be others that will suit your needs for this feature.
In general, by using https://confluence.atlassian.com/display/JIRA/Listeners, it should be possible to develop some custom functionality for notifications. But, of course, if Confluence workbox will be ported at some point to JIRA then it is exactly what are you looking for. And actually, even now, when you use Confluence with JIRA you can get such notifications (in Confluence, but even JIRA notifications)
