I would like to grant permission to user to start sprint on his own board but can find where to set it.
Currently, the user opens the board and the button of "start spring" is greyed out.

The user must have Manage Sprints for every Project that is included in the board's filter.

if you are using Classic projects go to Project settings > permissions and ensure the user is in a group or role that has the Manage Sprints permission.

Does the board filter specify which projects issues are filtered from? Or is the filter based on a non-project specific field (eg. labels)?
Your user will need "Manage Sprints" in each project specified in the filter - or, in the latter example, each project which has at least one issue visible on the board.
If the board's filter is not project-specific, a user might require "Manage Sprints" across lots of projects to ensure new issues added to the board don't limit their sprint permissions.
I'd check this next, utilising the instructions provided by @Jack Brickey to add permissions where needed.

@Ste WrightI have a similar problem and my filter is based on a non project specific field. In my case, that field is a team that was created in the Advanced Roadmaps plugin. My filter is "Team = 50 ORDER BY Rank ASC". Any ideas? Here are some additional details ...
I have a team board that encompasses issues from 6 Jira software projects. All 6 projects use the same permission scheme. In that permission scheme, all users with the Developer role have been granted the ability to start and stop sprints. The filter used to create the team board is set to "view" for all 6 projects. A developer user group has been assigned the Developer role in all 6 projects. This should allow any user in the developer user group to start and stop sprints on the team board. I used the Permission Helper to confirm that each user in that group has the necessary permission to start and stop sprints.
Even after all of this configuration / setup, the "Complete sprint" button is disabled for each user in the developer group. I have experimented for hours trying to find a way for the developers to start and stop sprints. The only thing that worked was to put each user in the Jira project administrators group which is definitely NOT the right solution.
